What was breaking
Joining packs, the NOAD list and letters of guarantee lived in Word and spreadsheet templates. A late crew change meant three documents to rebuild and three versions to police. STCW, medicals and visas arrived as scans with no matrix against the vessel. The Master at the gangway could not open a locked snapshot if VSAT was down. Shore could not prove that the list sent to the port matched the people the owner had approved.

No. Lead time is matched to your joining window rather than a fixed thirty day rule, so a rotation that needs ninety days gets ninety.

Yes. The released pack is a timestamped snapshot held on the ship network. It opens offline and states what is complete and what is missing.
Which documents can be generated?
