Officers complete reports on the ship network. The pack sits in a local queue with a visible state. When the link returns, the queue drains in order, and shore is told which data is confirmed and which is merely last known.
What was breaking
Most maritime tools assume the vessel is a branch office with a slightly worse connection. It is not. A noon or incident report that exists only when VSAT is up is not a report. QSMS and inspection packs lived on shared drives. Shore dashboards dressed last known data as live. Superintendents telephoned the Master to ask whether yesterday's noon had been filed.

Reports keep completing into the local queue. When a window opens the queue drains in order, oldest first, and shore receives the full sequence rather than the last item only.
Does shore see a live position feed?
Shore sees the last confirmed timestamp per vessel. Where a figure is last known rather than confirmed, it is labelled as such.
Can we prepare a PSC inspection from this?
Yes. ISM and PSC packs assemble from the same reports, acknowledgements and controlled documents rather than from a shared drive search.
