What was breaking

Rotations drifted the moment a berth slipped, a pilot was cancelled or a cargo nomination arrived late. Each stakeholder held a slightly different sheet. Vessels knew their next port; they did not reliably know the confirmed window for the next three. Plan versus actual was reconstructed after the voyage. Masters at sea could not open the current rotation without a live link.
